[accounts][migration/templates-email] migration to set all users properly and inform rejected users of the new supervision rule

[accounts] added all functionalities to change/add supervisor and for godfather to validate/remove supervisee

[accounts] static/templates/templatetags/views added first account information for valid user and implemented yearly revalidation functionality

[accounts/settings/ui/utils] added year revalidation process to accomplish warnings/status change/blockage for normal users

[accounts/ui-registration/ui-views-urls/utils-management] added view to handle blocked users requests for supervision and management to cleanup expired requests

[accounts/ui/utils/navigation] added remove supervisee endpoint for godfather + management to block users + patched key relation for supervisee + started new endpoint to make request for supervision

[accounts] patch: on godfather validation, activate supervisee account and send confirmation email to supervisee
