Add 4-5-col files related functionalities and add click commands

In this merge:

• Add loading functionalities from bob.measure
• Add the following click commands (as substitutes for old script evaluate.py) using 4- or 5 - scores input files:
  • bob bio metrics
  • bob bio roc
  • bob bio det
  • bob bio epc
  • bob bio hist
  • bob bio evaluate : calls all the above commands at once
  • bob bio cmc
  • bob bio dic
  • bob bio gen

Plots follow ISO standards. The underlying implementation of the mentioned commands uses bob.measure base classes.
