Nightlies are failing because of tests in this package

I guess this is because of the refactoring that went in bob.measure. When !146 (merged) is merged, this should be fixed too.

First of all, thanks for this refactory. It's an enormous amount of work,

The nightlies is red for almost 2 weeks and this is not good for our software integration. Shall we consider to revert some MRs in bob.measure?
