Add pytorch and torchvision

• Please add pytorch and torchvision in this file too. (next to the section where tensorflow is)
• Could you please update the docs in the templates folder as well explaining how to add a new dependency in Bob's CI?

Here is the procedure that we can put in the docs:

How to add a new dependency:

• Add it in the recipe of bob-devel in bob.conda.
• Update the version number of bob-devel and beat-devel
• Put these versions (the dependency, bob-devel, and beat-devel) in bob.admin/gitlab/conda_build_config.yaml as well.

You can point to this merge request and the merge request in bob.conda for example cases in the docs here.
