Update bob-devel

Hi,

We had several updates in our bob-devel conda package, but its version was bumped here:

https://gitlab.idiap.ch/bob/bob.admin/blob/847833bb7967a3d4c69dec13538881d42be53104/gitlab/conda_build_config.yaml#L50

Is there any reason for that? Shall I do it?
