Use pixi for development and deployment

This MR makes idiap-devtols use pixi for development and deployment. The use of pixi makes it redundant the use of a separate dev-profile with package pinnings for CI and deployment. This MR therefore remove all traces of dev-profile dependant behaviour including functions to update pins in dev-profiles, or release packages. Pinning behaviour should be managed on a package-by-package basis going forward, via pixi.
