Menpo requires scipy < 1.0

We have switched to scipy 1.0 and menpo is not compatible with it: https://gitlab.idiap.ch/bob/docs/-/jobs/129978

@andre.anjos could you please see if menpo is working with scipy 1.0? If it does, we need to patch menpo to remove this restriction. Also see: https://docs.scipy.org/doc/scipy/reference/release.1.0.0.html
