WIP: add high-level database interface for HQ-WMCA

I intend to add the high-level database interface for the HQ-WMCA database (aka BATL2) data.

I already open this MR, but this is far from being ready. In particular bob.db.hqwmca should be finalized and made public, so do bob.io.stream and bob.ip.stereo
