Bump dependencies again, to trigger correct use of new builds of menpo/menpofit

For some weird reason, conda (4.6.x) cannot pick new local package versions if they just differ by build number to the ones available on a listed channel.

I had to re-bump beat and bob-devel versions. Now it seems to work.

This MR pushes this update to the nightlies and CI builds.
