Adds conservative pins

This MR contains conservative pin upgrades. !326 (merged) will be rebased with respect to this.

It contains:

• Updated CA values
• Conservative pins without a setuptools bump
• Matched upstream conda-forge current setup
• A minor update to the caching strategy
• Update mambaforge bootstrap to the latest installer (v4.14)
