Python 3.9 updates and bump to miniconda installer

• Update to latest miniconda installer (4.9.2)
• Use python=3.9 for bdt installation
• Update python-gitlab and docformatter dependencies
• Update setup.py to match dependences in conda/meta.yaml
• Fixes #69 (closed) after upstream fixes
