Allows extra pip-installable packages to be installed in every newly created environment

This MR brings in a new feature to bdt create. It lets users auto-pip-install packages during a bdt create phase. These packages can be pre-configured inside ~/.bdtrc to avoid the repeatitive task of enumerating stuff you always install.
