New putvein version

Teodors EGLITIS requested to merge update_for_BOB_BIO_VEIN into master

This is the new PUTVEIN DB low level version, that introduces model IDs and new protocols (for all previously existing protocols now there is an possibility to construct model from each enroll image and use all 4 enroll images for model construction (please see the DOCs)). The database also now is fully compatible with the bob.bio.vein. Please increase the packages version, if necessary.
