WIP: Resolve "bob.db.base depends on bob.io.image without declaring that in the requirements.txt"

I have implemented the hot fix, but not the test requirements (partially since I don't know how to do that off of my head).

@amohammadi I think you are more familiar with the whole installation and dependency stuff. could you add a test dependency to bob.io.image, cf. #19 (closed)
