Removed outdated COPYING and updated MANIFEST.in

Merged Samuel GAIST requested to merge license_cleanup into master

This merge request fixes an inconsistency in the licenses.

The copying file hadn't been removed and the MANIFEST.in file was still using it.

This patch fixes both.
