Change the level of new versions in the changelog

If bob.db.base is major release, doesn't it mean that bob.bio.base has changed its API too? Since database handling in bob.bio.base was probably updated heavily.

According to Tiago, the API of bob.bio.base has not changed so no need for a major version. However, it should be specified in bob.bio.base that this new version only work with the new bob.db.base. I'll do that.
