[sphinx] Added numpy and python in the intersphinx mapping

By distraction I removed the packages intersphinx mapping from python and numpy when we use the file extra-intersphinx.txt.

This patch fixes the issue.

Oh, my! This comes after @amohammadi made changes to all packages. Are you willing to change the packages again?

No, we can leave like that.

We don't need to do a massive operation every time that we update this. Only if it is blocking (which is not the case).

If packages use numpy they should list it as a dependency, I think it's important.

This start to be an issue if and only if:

1. You use the file extra-intersphinx.txt
2. You have numpy links in your documentation
