[utils] Backup/Restore not working as expected

After the last upgrade, with many changes to the models, some of the backup/restore routines are not working properly anymore.

Apparently, there is still one issue remaining: if an experiment is running, the backup will include its Job and JobSplit objects. These objects depend on their experiment counterparts, which introduce a cyclic restore dependence on the system.

Either one has to backup w/o having experiments running or we should exclude those from the backup.
