We are missing the following packages to enable Python 3.8 builds:

• pytorch
• torchvision
• opencv

Is there a ticket on anaconda-issues for opencv+py38?

Opencv 4.0.1 is available in anaconda (https://docs.anaconda.com/anaconda/packages/py3.8_linux-64/).
