VGG fine-tuning + HFR + ResNet

Update the user guide (and maybe other things) with instructions to reproduce experiments for:

1. VGG with fine-tuning (Table 3, 4, 5, and 6)
2. Heterogeneous Face Recognition (Table 7 and 8)
3. Final experiments with Inception ResNet v2 (Table 9 and 10)
