Releasing 1.0.3 did not follow procedure

The last release of this package (v1.0.3) did not follow the standard procedure using bob_new_version.py. As a consequence, setting version.txt to 1.0.4b0 did not take place and rebuilds of this package are being place on the public channel:

https://www.idiap.ch/software/bob/conda/label/main/linux-64/

The newly released package cannot work w/o the rest of the components which are, by now, only available in the beta channel.
