Automatic CHANGE LOG

We have a lot of software and it is becoming difficult to track the patches of everything.

To make it easy this task we can make the bob_new_version script write the file CHANGELOG, before tagging, with the output of the command.

git log [last-tag]..HEAD --oneline > CHANGELOG
