Update Bob metapackage release instructions

Hi,

I'm trying to release a new version of Bob, but I'm having an issue with the release script.

Why ../../bob/README; I don't get it.

I used to do the bob release by hand.

Yes, I'm doing that already.

We need to:

1. Remove this command bdt gitlab release -p bob ..... (the -p does not work and it seems very outdated)
2. Update the instructions here: https://www.idiap.ch/software/bob/docs/bob/bob.devtools/stable/release.html#releasing-the-bob-meta-package
