Unable to build the docs package for BEAT locally

I am trying to build the docs package for BEAT locally, however it seems that bob.devtools only assumes that docs is on the CI. I assume the same will apply to bob.docs.

Same issue as #19 (closed). Closing in favor of that.

You can talk to @tiago.pereira for details on how to test locally if-needs-be.
