Implement a hash_fn mechanism implemented on bob.pipelines in the BiometricAlgorithm

The IJB-C test2 protocol has more than 100k biometric references and we have issues in check-pointing them in our file system.

A solution would be to extend what we've done on bob.pipelines --> bob.pipelines#25 (closed)
