Adding scikit-image to the packages

Ok, but I don't think that will not fully resolve your issue on bob.bio.vein.

Maybe @onikisins could try the from_scratch.sh script and see if his tests will pass before we update our CI.

I have tested the requirements as @amohammadi suggested. It seems that scikit-image is the only missing part. So @andre.anjos could you please add it? Thank you guys for the help!
