Please organize the development docs from here

As discussed with @andre.anjos before, the docs in the template folder of bob.admin should go to bob.extension.

@andre.anjos since bob.extension docs are outdated for the next release and some docs are here, I think it's a well effort to move the docs from here to bob.extension and have proper documentation before we release bob.

This is too much for the next release. Let's postpone it.

IDK where to put the docs but they should be put in one place. Right now they are in several places: wiki, here, bob.extension, bob.buildout.

I propose we move this to bob.devtools and add it into the manual there.
