[conda] scikit-image missing in conda-build-config

This dependence is currently required by bob.bio.vein. Should we include it in the conda_build_config.yaml file, @amohammadi?

Current version from a search seems to be 0.13.1.

the procedure is to release a new version of bob-devel with scikit-image and update bob.admin to point to BOTH scikit-image and bob-devel versions.
