opencv as a build requirement

@onikisins needs this package for changes he is doing on bob.bio.vein.

Is it possible to install it from conda-forge w/o magical tricks? At a certain point @amohammadi mentioned some sort if issue with libjpeg.

I.e., can I get this dependence by only adding one line in this script?
