Port package to new package format/dependencies

This package needs a refresh.

1. Should use basic format proposed by software/cookiecutter-idiap-pypackage>
2. Replace all uses of bob/bob.extension> by software/clapp> and software/auto-intersphinx>.

Tip: When in doubt, compare bob/bob.med.tb> to biosignal/software/ptbench> for details, where all porting already took place.
