Update the docker image versions.
Add notice for newer version check.

It was already not used when stream is set to false however in
more recent versions of the python docker bindings, an error is
raised if stream is set to false and and decode to true.

Image pulling and cxx algorithm compilation are done in only
one place now.

Now all tests are run on the build stages

This is were the soft loop elements are implemented.

Now the request and answer fields are properly defined.
