This is now done as part of the cxx tests run. It allows to have
a prefix that is updated as part of the test run no matter where
the original prefix is taken from.

This avoids to depend on other tests running before to have all
algorithms built.

The DOCKER_TEST_DEBUG environment variable can be used to
enable executor debug mode.

Use the VERBOSE_TEST_LOGGING environment variable to
enable verbose logging for tests.

This reverts commit a6ab4867, reversing
changes made to 5c7900bc.
