Just noticed that local listing of plotterparameters was not working. Fixed this issue

@andre.anjos @samuel.gaist have you guys seen this? its affecting beat.editor's test pipeline too with the exact same error

hey so this bug might not be the same as the one from the bugzilla...

here it says its a conda-build issue. Amir pointed out that conda-build v3.10.4 came out in the last couple days, and all our pipelines since then have failed. Maybe we pin conda-build to v3.10.3 where pipelines were working?

The only issue is that I don't know how to pin deps in conda but I'll ask around

Welp just pinning it won't work since we can't pin it per package

I downgraded conda-build bob/bob.admin!94 (merged) could you please retry your pipeline?
