Implements get_command used for commands aliasing. Use prefix aliasing.

Use AliasedGroup.

This leads to a crash. Originally in beat.py, but forgot to move it in
main_cli.py.

Add configuration related options to the main beat command group. The
values of these command  are then saved in the context (ctx) and passed
to the subcommands.
